You need excellent single-core performance for MSTS. MSTS is usually CPU-bound, and mostly runs on only one core. How one runs in a newer OS than they were designed for is no predictor how one of the others will run. MSTS and the Flight Sim series are completely different under the hood despite being of similar vintage. So you might try the window trick (-vm:w in the command line for train.exe) if you're not doing it already for wide-screen distortion reasons. I always turn off McAfee when I run MSTS too as it tends to interfere with the program. I'm familiar with Win 7 but a total stranger to Windows 8.1. On my Dell XPS 8500 desktop I get frame rates upwards of 40-50 fps. However, the frame rates range from 8 to 17 FPS and the image is jerky. Followed the installation steps outlined in Yuri Sos's instructions and installed MSTS in a separate directory (1MSTS) not the default Program Files (x86) directory.
